Buddhist question: What does right livelihood mean?

If you're a soldier, or pest control, is it considered right livelihood? On the other hand, these are also important jobs and someone has to do it, otherwise there will be greater suffering. For example, if there are no soldiers in one country, it will leave the gates wide open for invasion and exploitation of the population. If no pest control, pest population may explode and cause diseases.
