It is ridiculous as it had not been published anywhere but HDB Customer Service told me that now there is this new rule:
even you bought resale flat without a CPF grant also must stay in the flat/EC for MOP of 5 years before he can apply for a new flat. Not the BTO completion date fall outside your MOP anymore.
HDB website does not state so as the mentioned new rule. And the HDB Customer Service agent told me they are in the mist of updating website...wtf...

Angry on HDB as they anyhow change policy without informing the public. We planed only to stay in our current small 3rm resale unit for just 5 years and then upsize to 4rm BTO when we got our second child, with this change how are we going to stay in current 3rm flat for another 4-5 years (waiting period during BTO construction) if we have 2 kids???
