My hse area got 1 black dog always bark at sinkies but scare of ah tiongs

Whenever a sinkies walk pass it, it will bark non stop. Last time a boy carry a toy hammer walk past it and almost kena bitten.

However, it is very quiet when ah tiong walk past it.

Is it bcos it can smell a potential dog meat eater?
