{NDP Rally} SIM excluded from lower school fees, fair?

SIM as a Singapore based institute of higher learning should have access to bursaries and lower school fees like the other Singapore Universities.

Why was SIM intentionally left out from these benefits? SIM students graduate to eventually pay taxes too.
