How to disable GFX throttling?

Hi

I hv 1 question for experts to help.

I am running rtx 2070 super.

However when load is lessen, the gfx card scale back its core clock and mem clock.

anyway to resolve?

I have tried changing the settings at nividia control panel (global setting), settings at the pci-e etc

Any advise? cos my framerates is dropping and card doesnt seems to boost like past experiences in terms of mem/core clock values
