Why pay booking fee when cabby shows up 30 min late -- and didn't apologise at all?

STOMPer Jacinth was irked when the cab she booked took 30 minutes to arrive. She feels the booking fee should be waived, as commuters who had waited the same amount of time in a nearby cab queue had gotten cabs already.
