please help: reason to defer NS

My english bad and eq very low can help?

I just want to tell the NS.sg that

I currently the top student in this part time program. This is my last sem and I want to give it my best shot. If because of ICT I never go for class, my class participation will lugi. The second best student is a FT and if you dont let me defer and the FT get the top student because of this, I will hate you forever. How to write?
