Are NDP rehearsals a waste of time?

I wonder how much each NDP rehearsal cost. I can understand why so much money and effort is put into NDP. This is because a lot of government people, especially from military, get promoted for putting a good wayang show on NDP.

But I think the number of rehearsals should be cut down. These activities are just wayang show and do not show real substance.
