Deng Xiaoping’s son urges China to ‘know its place’ and not be ‘overbearing’

An influential son of Deng Xiaoping, the former Chinese leader who steered the country toward decades of economic growth, urged his government to “keep a sober mind” and “know its place”, delivering a counterpoint to Beijing’s increasingly ambitious foreign policy and military assertiveness.

Troubleshooting my Dell XPS 9560

$

Hi All!

TL:dr
My Dell XPS 9560 has problems detecting the AC Adapter and crashes in Windows frequently. After some troubleshooting I've done, my guess is that the MOBO is faulty, but you might have some more suggestions or ideas on how to deal with it. Since it is out of warranty, I want to keep the repair cost to a minimum.

Questions:
- Is there any good diagnostics place in Singapore that would do REAL troubleshooting?
- Is it possible to replace just the charging circuit on a motherboard?

Config:
Dell XPS 9560 with 4K Display
CPU: Intel Core i7-7700HQ 2.8-3.8GHz
GPU: Nvidia GeForce GTX 1050 (4GB GDDR5)
RAM: 16GB DDR4-2400
SSD: Toshiba XG4 m.2 NVMe 1TB SSD
Battery: 97Wh + 130W Dell AC Adapter
OS: Windows 10 Pro

----
Ok, here comes the whole story. Now, keep in mind that I own two of these machines (almost identical - the other has more RAM and a different NVME), so I am able to swap some parts between them. I'm also quite good with tech - not a pro, but I know some stuff.

AC Adapter Unknown
I noticed that the laptop was not charging in Windows, so went to BIOS and saw the above message. Troubleshooting went as follows:
- changed the AC Adapter - same issue - the other XPS working fine with both adapters
- swapped the batteries - same issue - the other XPS working fine with both batteries
- swapped the charging jack - same issue - the other XPS still ok
- reset BIOS - same story
- took out the CMOS battery for some time
- "drained residual power" by holding the power button for a long time with no battery in

After these two last steps done together it magically started working again on any adapter and any AC outlet in the apartment. However, I was presented with another issue - the NVME drive was not able to boot into Windows and I was not able to repair it via recovery - did a clean install and it finally booted up.

I went away for 4 days and after I was back, the same issue with my AC Adapter not being recognized is present. I followed the same steps as before with no luck this time, however after unplugging and plugging in the adapter many times, it finally started charging. Needless to say, it is enough to unplug it and the issue might come up again. The laptop's battery is not charging and it becomes terribly slow, probably because it reduces the CPU power.

Windows errors
After the first troubleshooting I had to reinstall Windows and ever since then I am having random crashes - regardless of the workflow. It is always one of these mysterious messages: IRQL NOT LESS OR EQUAL or BAD POOL HEADER. Google search suggests that it might be one of so many issues, that it's hard to troubleshoot this. Nevertheless, I did the following:
- swapped the RAM stick - no luck
- reopened and repasted the CPU and GPU for better thermals - no luck
- updated all drivers, BIOS, everything from Dell's website - no change

Now I am suspecting this is actually some compatibility issue after the clean install, so I might try to reinstall the OS again, but wanted to consult with someone before proceeding. Below you will find some exemptions from the crash logs.

Ya, this post is quite long, but if you go through it and find it interesting, or have any ideas, please indicate.

Chinese railway project in Ethiopia plagued by power shortages

The planning behind many of China’s major infrastructure projects abroad has been “downright inadequate”, leading to huge financial losses, according to the head of the country’s state export credit insurer.

Wang Wen, of China Export and Credit Insurance Corporation, known as Sinosure, said Chinese developers and financiers of projects in developing nations supported by Beijing’s “Belt and Road Initiative” need to step up their risk management to avoid disaster.

He cited the mistakes of a major railway project in Africa that has cost Sinosure close to US$1 billion in losses, according to its chief economist.

Lessons should be drawn from the poorly executed US$4 billion Addis Ababa-Djibouti freight railway that was inaugurated early this year but has already had to restructure its debt because of underuse caused by power shortages, Wang told a belt and road infrastructure financing forum in Hong Kong earlier this month.

“Ethiopia’s planning capabilities are lacking, but even with the help of Sinosure and the lending Chinese bank it was still insufficient.”

He said other China-backed projects plagued by poor preparation have included sugar refineries that have lacked a supply of sugar beet, and underused railways in Latin America.

His comments were a stark reminder to Hong Kong financiers and investors at the forum looking to tap belt and road opportunities of the risks of backing projects in developing nations.

Put forward five years ago, President Xi Jinping’s “Belt and Road Initiative” aims to create modern-day Silk Road trading routes across Eurasia and Africa by building railways, roads and ports. It has, however, so far relied on state financing, which has raised concerns about its sustainability and political impact.

The Hong Kong Monetary Authority has been working hard to make the city a financing hub for belt and road projects.

The Addis Ababa-Djibouti railway, Africa’s first cross-country electric railway, was built by China Rail Engineering Corporation and China Civil Engineering Construction Corporation and backed by US$3.3 billion of loans from the Export-Import Bank of China.

Sinosure, which provides payment guarantee to the project, is now almost US$1 billion out of pocket on the 756-km railway that gives landlocked Ethiopia sea access through neighbouring Djibouti, said Wang.

Many large projects in nations supported by the belt and road strategy are financed by Chinese banks, often with payment guarantees or default insurance provided by Sinosure.

Others are provided by multilateral policy banks such as the China-initiated Asian Infrastructure Investment Bank (AIIB). The rest are commercial-oriented projects such as power plants and toll roads that commercial banks are willing to lend to.

Policy banks’ so-called “concessionary lending” at favourable terms to borrowers is mostly off-limits to international commercial banks because of their profit objectives.

There have long been calls for more private sector funding.

"Sylvia," Ms How answered. "My husband was under a lot of pressure. We went through a lot of hell having to set up the town council properly, amidst all the problems that we had and at the end of the day we deal with audit, then AGO, then we have to deal with audit again, PwC, and nobody wants to listen to the problems we were facing and going through and at the end of the day, the town council accepts the AGO’s report just like that. Which cannot.

"The report doesn't tell everything ... Events are not recorded properly. I spent five hours talking to AGO, I don't think the minutes … (reflect that). At the end of the day, because of this AGO report, the chairman felt compelled, because of the lapses, she imposed liquidated damages on us. In Japan, (my husband Danny Loh) was still doing the bonus calculation. He just died of a heart attack there and then. What did the press report? He died in an accident. Totally untruth. How can that be?"

Since they are willing to treat dog so good already, like pick up their poo and walk them daily. It can be safely assumed they will take good care of their parents helping them clear their poo when they are unable to move anymore. Also spend time bringing them out to walk.
