Beijing on Monday announced 80.5 per cent tariffs on Australian barley after finding Australian subsidies and dumping had "substantially damaged domestic industry".

The tariffs are due to last five years.

"To say that I'm disappointed is an understatement," Agriculture Minister David Littleproud said in response.

"This is something that we will strongly reject, the premise that the Australian barley farmer is subsidised in any way, shape or form," he said.

"We will now work through the determination by Chinese officials, calmly and methodically, and reserve our right to go to the World Trade Organization to get the independent umpire to make that determination."

China accounts for more than 50 per cent of Australia's barley exports, making it the country's largest barley market.

The Chinese commerce ministry said a 73.6 per cent anti-dumping tariff and 6.9 per cent anti-subsidy tariff on imports of Australian barley would take effect Tuesday.

It comes days after Beijing suspended imports from four major Australian beef suppliers, amid a diplomatic tiff between the two countries over Canberra's push to probe the origins of the coronavirus pandemic.

"NO TRADE WAR"

Littleproud denied any link between the tensions and the new tariffs – which follow a Chinese investigation launched in November 2018 – saying there was "no trade war".

"We continue to trade openly on a number of other commodities, not only in agriculture, but in minerals and also services. This will not change," he said.

Australian Trade Minister Simon Birmingham said there would be no retaliation against China, the country's biggest trading partner.

"We don't pursue our trade policies on a tit-for-tat basis. We will continue to operate as we always do," he said.

"We acknowledge that China has a right to use anti-dumping laws and rules. We use those laws and rules at times as well. But it is a case where China, we think, in this case, has made errors of both fact and law in the application of those rules."

A joint statement from five grain growers' organisations said the dispute was likely to disrupt and halt exports, costing the Australian barley industry at least A$500 million (US$327 million) a year.

Littleproud said Australian barley farmers would now seek to pursue other export markets – but filling the hole left by Beijing will not be easy.

China imported 2.5 million tonnes of Australian barley last financial year, with the next-biggest importer, Japan, buying less than 800,000 tonnes.

Suspect neighbour running catering business at home

Hi All,

HDB dweller here.

At fixed intervals through the day (4am , 9am , 1pm , 4pm, 7pm, 10pm) there will be strong cooking smell emitting from my downstairs neighbour. Basically I can't open the kitchen and two bedrooms' windows, not to mention cannot sun my clothes.

It is always the same smell - curry. But from the deco at the door it seems like a Chinese family. :s13:

Anyone faced the same issue and has advice to share? Thanks

Assuming you cannot find a job. You buy a 2 room hdb so hdb cannot ask you to sell to downgrade as you will become homeless and hdb also cannot ask you to rent it out.

What will hdb do in such a case?

For 3 room and above hdb, let say hdb ask you to rent out your room for extra money. But you cannot find tenant to rent from you. What will hdb do? Hdb officers help you to look for tenant?

Thailand’s economy is expected to maintain a 4% contraction in real GDP in 2020, even as there will likely be a sharper decline in Q2, before a gradual recovery in H2.

According to a Fitch Solutions report, this comes as exports, public consumption, and investment dragged on headline growth with the country’s economy shrinking by 1.8% YoY and 2.2% QoQ in Q1.

Bloomberg consensus had estimated a 3.9% YoY decline in growth in Q1, but private consumption held up enough with 3.0% YoY growth. Despite this growth, private consumption is also projected to contract 0.9% over the coming quarters as lower income and a higher propensity to save curbs demand.

In addition, exports dipped 6.7% YoY, relative to a smaller decline in imports of 2.5%, reflecting the external drag on activity. On the domestic activity side, both public and private investment proved major impediments to growth, with gross fixed capital formation (GFCF) declining 6.5%. Loss of income for households will also prove to be damaging with a surge in unemployment in the informal sector which accounts for around two-thirds of workers.

Government consumption and public investment also fell 2.7% and 9.3% YoY, respectively, in Q1 due to delays in passing the 2020 budget. However, this should flip into expansion as the government seeks to kick start growth with infrastructure investment.

The report notes that a gradual recovery is seen in H2 and through 2021 as the economy gradually returns to work, making domestic consumption and investment to pick up as well. Supply-chain disruptions will also ease as factories abroad re-open. Despite this, some areas of activity will remain depressed due to measures to contain further outbreaks effectively prolonging the recovery of around a quarter of the economy.

Fitch added that the outlook for Thailand is still to the downside, given external headwinds and risks of repeat outbreaks as lockdown measures are eased. Repeat outbreaks abroad, weak demand, and rising nationalism could also contribute to a bleak outlook for exports and investment into the country’s export-orientated sectors.

How the money will be collected will be similar to that of our income tax system.

'Sovereign' woman accused of failing to wear mask in public faces two additional charges

SINGAPORE - A woman accused of repeatedly failing to wear a mask in public during the coronavirus outbreak and who was seen in a video clip claiming to be a “sovereign” was handed two additional charges on Tuesday (May 19).

Singaporean Paramjeet Kaur, 41, who wore a mask in court, is now accused of failing to wear one over her nose and mouth at an Upper Thomson Road food stall at around 7.45pm on April 26.

She is also said to have failed to report her change of home address to a registration officer within 28 days after she moved in November last year.

Her bail was set at $10,000 on Tuesday and the case has been adjourned to June 2.

President Trump again lashed out at China on Monday, telling reporters the country 'should be held responsible' for unleashing coronavirus on the world, but he stopped short on detailing how he would punish Beijing.

'And then China gave us a wonderful gift, it wasn't pretty,' Trump said. 'It came out of China ... spread to Europe, but also came here and the whole world was infected by this horrible thing that they unleashed one way or another.'

He called the fast spread of coronavirus around the globe 'totally preventable.' And blasted China for not allowing medical experts to come in and see what was happening in Wuhan, the city where the first outbreak took place.

Trump complained that people in Wuhan weren't allowed to travel to other parts of China, yet they still allowed them to leave on international flights.

'It's lucky I did the ban,' Trump said.

The president was referring to his policy in late January that barred non-U.S. citizens, except immediate familiy of U.S. citizens and permanent residents, from entering the United States if they had traveled to China within the last two weeks.

Since permanent residents and American citizens could return from China to the U.S., the ban didn't fully stop the spread of coronavirus.

The president continued to lay into the World Health Organization, as well, again calling the organization too 'China-centric.'

'I think they've done a very said job in the last period of time,' Trump said at one point.

'They're a puppet of China,' he said shortly after.

He returned to the subject of the travel ban when remarking that the WHO hadn't been supportive of the policy.

The WHO, in general, doesn't support travel bans because of the economic disruption that can occur.
